The initiative would put an income tax on the top two percent of Washington’s population. According to Bill Gates Senior, it would be nearly impossible to expand the income tax beyond that.
For two years only. After that the legislature could expand it to the entire population. The proverbial camel’s nose under the tent.

Pretty common with government workers at all levels. In Washington state, since the pension is set by the highest earnings in the last few years of work, the police, fire and other workers pile on the overtime in those last two years and get a really fat pension, in some cases more than their base salary. There was an investigation a couple of years ago here that found that some government people were being paid for overtime shifts to the degree that they did not have time to go home from day to day. Twenty hour shifts for weeks in a row. You know well that these people were parking somewhere and sleeping in their cars in order to make it through the shifts.
Result. Huge retirement benefits. Washington, you only have to work 20 years to be eligible for full retirement benefits. After that they are free to work at another job, plus draw their plus pension. A friend of mine draws $2800 per month in pension from a small water company. After he retired, they hired him back with the limitation that he can only work half time (not a state issue, but the Teamsters union restriction) so he is making his pension plus that much or more again by working two days a week. And all he has to do is just show up for those two days.
